Overview of Research Space Utilization Governance Process

Callie Long, Vice Chancellor for Operations, Shelley Hooks, Vice Chancellor for Research, and David Vranicar, Chief Operating Officer and Senior Vice Chancellor, discussed the University Research Space Management Committee’s work over the past six months to ensure that space allocations align with the university’s research goals and the campus master plan. 

Callie Long provided historical perspective on policies and procedures regarding space management. Although, policies and procedures were developed in consultation with campus groups, little of it was implemented. Space management collected information from those who needed research space, however Operations staff could not determine whether requests were reasonable or not. A central challenge is the expectation of turnover of research spaces and cleanup. Long asked deans to work with Operations to help set realistic expectations for turnover, as requirements can vary widely depending on the research being conducted.

Vranicar discussed the objective of the governance process, which is to achieve consistent decisions on space management and allocation. Ideally, the governance group wants to have metrics that can be used to consider unique circumstances as they arise. Vranicar also noted that KU Medical Center has engaged a consultant to help with this process, which he hopes can be replicated with modifications on the Lawrence campus. Hooks noted that research on the Lawrence campus is not one-size-fits-all, as space and equipment needs vary across different fields of study. Vranicar stated that, to date, the committee has predominantly focused on lower-order questions, for example, moving small offices or groups. 

To better understand space requirements and address more complex questions, the committee will solicit input and guidance from the deans and their teams. A few deans provided additional information for the committee to consider, specifically regarding financing and the downstream costs associated with the spaces. 

Provost Updates

Barbara Bichelmeyer, Chief Academic Officer/Provost & Executive Vice Chancellor for Lawrence and Edwards, shared updates about the planned Voluntary Separation Incentive Program (VSIP), which, in agreement with UAKU, is expected to be rolled out this semester. Provost Bichelmeyer assured attendees that this is a cost-saving measure. There is no intention of rehiring people who agree to the VSIP. Approval will be required if units or departments need to fill positions that are vacated as a result of VSIP. 

Provost Bichelmeyer also noted that Ric Steele, Vice Provost for Graduate and Postdoctoral Affairs, will meet individually with deans to discuss advising for Crimson and Blue programs.
