Strategic Initiative Grant Program

Separate application forms are available for Level I and Level II proposals. Deadlines for submission of Level I proposals for the 2014–2015 academic year are: September 15 and February 16. A rolling submission process is used for Level II proposals to maximize the university’s responsiveness to immediate opportunities. The main components of the application forms are outlined below and are designed to address the evaluation criteria.

Level I Application Components

  1. Cover Page: Proposal Title, Lead Investigators, Sponsoring Units (Schools/College, Research Centers, etc.), Abstract, Start/End Dates, Total Funding Request.
  2. Resubmission Cover Letter: Resubmissions should include a cover letter of no more than two pages that addresses how the revised submission addresses the specific issues raised by the reviewers.
  3. Proposal Narrative (3-4 pages maximum).
    1. Overview: Describe the strategic initiative opportunity, proposal goals, and proposed activities to accomplish those goals.
    2. University readiness: What are the key strengths already present at KU that will contribute to success? What weaknesses must be addressed? How will the proposed activities address the weaknesses and capitalize on the strengths? What other funding options exist for supporting the proposed work and why is the RIC program needed?
    3. Qualifications of the lead investigators and research team: How will the backgrounds of the lead investigators and research team ensure that the project will achieve its goals?
    4. Benefits to the university: What impact will the proposal have on the stature and visibility of KU overall and faculty research and/or particular degree programs in particular? How will it advance one or more of the strategic initiative themes? What will be the lasting effects (beyond the next three years)?

  4. Budget:
    1. Budget justification: The budget justification should address both the central funds requested and any funds or other support committed to the project from the units (departments, schools, etc.) The nature of the justification will vary across types of support requested.
    2. Salary requests for full-time faculty members will be funded only under exceptional and well-justified circumstances.
    3. The budget should be detailed by project year and include matching contributions from schools or research centers in addition to the request to the RIC.
    4. Budget requests will be closely scrutinized and must be well justified toward the proposal objectives. Requested funding should be in the range $100,000 to $300,000 total over a course of one to three years. In exceptionally well-justified circumstances, larger budgets will be considered.
  5. Sustainability Plan (two pages maximum). Provide a list of key metrics or benchmarks of progress toward success for the funding period and beyond. The plan should identify the specific sources that will be pursued to cover continuing costs of the activity, including applicable external funding opportunities (agency, request for proposals, submission deadline, etc.), potential reallocation of current university resources to the project (outline any commitments), etc. The sustainability plan narrative must be accompanied by a timeline that outlines the schedule for securing ongoing funding or reallocation of university resources, etc., for the project.
  6. Two-page biosketches of the lead investigators and research team.
  7. External funding history of the lead investigators and research team.
  8. Strategic Initiative Grant funding history of the lead investigators and research team.
  9. Letters of support/commitment (maximum of five) from the administrative heads (deans, center directors, department chairs, etc.) of the primary participating units.

No additional materials, such as appendices, should be included with the application.

Level II Application Components

  1. Cover Page: Proposal Title, Lead Investigators, Sponsoring Units (Schools/College, Research Centers, etc.), Abstract, Start/End Dates, Total Funding Request
  2. Proposal Narrative (two pages maximum).
    1. Description of opportunity and need. What specific strategic initiative funding opportunity will be pursued? When will the application be submitted? What are the key strengths already present at KU that will contribute to success? What must be done to submit a competitive proposal?
    2. Qualifications of the lead investigators and research team: How will the backgrounds of the lead investigators and research team contribute to the success of the application for external funding?
    3. Benefits to the university: How will securing this external award advance the applicable strategic initiative theme or themes?
  3. Brief budget and budget justification (one page maximum). Identify expenses for which funding is requested and briefly explain their importance to preparing a successful proposal.
  4. Appendix:
    1. Two-page biosketches of the lead investigators and research team.
    2. Letters of support/commitment from the administrative heads (deans, center directors, department chairs, etc.) of the participating units.
